Roy Cowley
Vice Chair

The Vice Chair of the Breckfield & North Everton Neighbourhood Council is charged with executing all of the functions of the Chair, and has all of the associated authority and powers, in his absence.

The Vice Chair is able to perform this role effectively he has the skills to maintain an active dialogue with the Chair and ensures that he keeps abreast of developments. The Vice Chair brings with him the skills knowledge and understanding he learned while a senior director of a large housing company, development/ planning/ legislation/HR/ Finance/ report writing etc.

The Vice Chair also has ex-officio status on all sub-committees of which he is not a full member.

George Bryce
BNENC Founder Member & Older Persons Rep

The Older Persons Representative understands the lived experience of many of our older residents especially those vulnerable individuals with complex health issues including disabilities. He also has skills knowledge of 30 years plus in the community as a community activist and champion. George's skills include:

- Service initiation and development

- Service delivery and income generation

Brian Gravey

As a local resident our community representative understands the needs of local residents especially when it comes to:

- Crime

- Unemployment

- Living on benefits

- Poor health

- Poor housing 

He has skills knowledge and understanding that include strategic thinking / service initiation and development / service delivery /income generation.

Pauline Lopez
Community Rep

Pauline has also run a busy community centre for vulnerable residents so has previous skills and knowledge that she has brought to the role at BNENC.

Eric Banks

Eric retired from Merseyside Police where he was in charge of all Fleet Vehicles and budgets and contracts relating to the fleet.

Eric runs a number of businesses and has a background in business development / business management / staffing & budget controls.

Peter is BNENC’s disability Representative he also serves on the Board of ACSIL a charity that provides support to individuals who have lost a limb – Peter has knowledge and skills around disability law / mobility and access and disability rights – Peters works with the snr Team at BNENC is ensuring BNENC meets is legal responsibility when it comes to supporting individuals with mobility and disability issues.

Colin Morgan
Welfare Rights Officer

Colin Morgan is one of BNENC’s Welfare Benefits Advisors he has 40-year experience in benefits advice, tribunal presentation, and generic advice on issues such as housing rent arrears repairs and some debt issues.

Colin initially started as a benefits advisor at the Croxteth Information & Advice Centre in 1983, he went to Liverpool University (now John Moore’s) and did a benefits law and legislation degree. Colin also worked at the Croxteth information centre completing benefit application forms, completing benefit maximization checks, and representing clients at court eviction, employment tribunals along with DWP tribunal hearings.

He left the information centre in September 1993 to take up a post as a Welfare Rights officer in the local Marie Curie Cancer Hospice advising patients and families on benefits and supporting where necessary. Colin moved from Marie Curie Hospice to take up a post as a benefits advisor at Helena homes now Torus, where his role in benefits advice continued along with benefit maximization and sustainability for tenants to remain in their homes.

Colin recently moved to BNENC in August 2023 again my role involves benefits advice income maximization, and supporting the local community.

Katrina is the first point of contact for BNENC. She is responsible for booking people in & out, room and facility hire, post booking in and out, directing phone calls to right department, taking & ensuring messages are received and general enquiries.
